Notice of Guangdong Provincial Development and Reform Commission on Reducing Electricity Pricing for General Industrial and Commercial Uses in Guangdong Province（YFGP〔2019〕191）

To all Municipal Development and Reform Bureaus (Commissions) at or above the prefecture level, Guangdong Power Grid Company, Guangzhou Power Supply Co., Ltd., Shenzhen Power Supply Co., Ltd.,

　　Pursuant to the provisions of theNotice of the National Development and Reform Commission of the PRC on Reducing the Electricity Price for General Industrial and Commercial Uses(NDRC [2019] No.842), the rates for general industrial and commercial uses in our province will be further reduced. Hereby notify the related matters as follows:

　　I. In accordance with the provisions of the Ministry of Finance of the PRC, the electricity surcharge paid to the Fund for the Construction of Major National Water Conservancy Projects shall be lowered by 50%.Electricity end user prices （including surcharges paid to governmental funds）for large-scale industrial uses, agricultural production, paddy filed irrigation & drainage facilities and threshers within the province remain unchanged. Room for lower pricing created by the aforementioned surcharge cut shall be dedicated to reducing electricity rates for general industrial and commercial uses.

　　II. Except Shenzhen City, the kilowatt-hour rates for general industrial and commercial uses of the whole province will be reduced by 5.39 cents per kilowatt-hour (tax inclusive, similarly hereinafter). The normal rates for “general industrial and commercial uses and other uses” of Shenzhen City will be reduced by 7.18 cents per kilowatt-hour, and the peak and off-peak ratess will be reduced by the same proportion as the original price parity; the kilowatt-hour rates for “large-amount industrial and commercial uses and other uses” and “high-demand industrial and commercial uses and other uses” of Shenzhen City will be reduced by 0.93 cents per kilowatt-hour. Please refer to the appendix for the specific rates criteria for different users in all regions after adjustment.

　　III. The above regulations shall be executed from July 1, 2019.

　　IV. The competent departments of price and power grid enterprises in all regions shall undertake the work of publicity and interpretation through careful organization and arrangement, actively serve the enterprises and ensure the smooth implementation of all measures to reduce rates. Efforts shall be made jointly with market administration departments to regulate issues with power supply intermediaries’ service for commercial complexes, industrial parks and office buildings, such as unreasonable charges and delayed supply, making sure the benefits from the lower power pricing policy are passed through to end users.  In case of any situation or problem encountered during execution, please report to our commission in a timely manner.
