In order to continuously optimizing the Environment for Doing Business in Guangzhou, we hereby, in accordance with the work plans of the Municipal Party Committee and the Municipal Government for further optimizing the Environment for Doing Business, as well as the Suggestions for Further Optimizing Approval Services of Simple and Low-Risk Construction Projects led by Private Investment (Trial) and other instructions, this Guidelines for Realizing Access to Water and Access to Electricity for Simple and Low-Risk Construction Projects led by Private Investment in Guangzhou (Trial) to you for carrying out your work in accordance thereto.

Guidelines for Realizing Access to Water and Access to Electricity for Simple and Low-Risk Construction Projects led by Private Investment in Guangzhou (Trial)
In order to fully implement the work deployment and requirements of the CCP Central Committee and the State Council on deepening the "Streamlined Administration, Innovative Supervision and Efficient Service" and optimizing the Environment for Doing Business, and continuously promote the optimization of the Environment for Doing Business, we hereby formulate these Guidelines in accordance with the Suggestions for Further Optimizing Approval Services of Simple and Low-Risk Construction Projects led by Private Investment (Trial), as follows.
1. Scope of Application
Water Supply: the projects with pipe diameter not more than 5cm and pipe length not more than 200m.
Power Supply: the projects with voltage below 10kV (exclusive), reported power consumption not more than 200kW, and pipeline length not more than 200m.
2. Simplify Access Procedures
As for any Simple and Low-Risk Construction Projects led by Private Investment covered by these Guidelines, there is no need to make applications to the water supply or power supply enterprises for access to or installation of relevant facilities. After the engineering design is finalized, the constructor will automatically push the access demand information to the water supply and power supply enterprises from the Municipal Joint Approval Platform when handling the construction project planning permit, and the constructor will be exempted from going through the application procedures at the physical service center or the examination or approval procedures.
After receiving the access demand pushed in this way, the water supply and power supply enterprises shall carry out on-site survey, project design, outdoor line work construction, meter installation, power access, and water access, and send relevant information of each phase to the applicant upon the "Zero Interference" service principle. The user is not required to make any investments or take participation in the outdoor line work.
2.1. Application handling procedures
2.1.1. Online application
The constructor shall, according to the type of project type, and in compliance with the Guide for Making Applications for Approval and Change of "Construction Project Planning Permit" for New Construction Project (Small & Medium Project of Private Investment), or the Guide for Making Applications for Approval and Change of "Construction Project Planning Permit" for New Construction Project (Industrial Project of Private Investment in Industrial Park Land Lot Transferred with Land Use Plan), or the Guide for Making Applications for Approval and Change of "Construction Project Planning Permit" for New Construction Project (Industrial Project of Private Investment in Industrial Park Land Lot Transferred without Land Use Plan), prepare all required application supporting documents, log in the Online Service Center of Guangzhou Municipal Construction Project Joint Approval Platform, select the applicable items in the Approval and Issuance of Construction Project Permit (Building Works), check the applicable water access and power access items in the Simple and Low-Risk Construction Projects led by Private Investment listed in the Power Access Application (Low Voltage) and Network Access and the Water Access with Large Diameter Water Meter, fill out the application form according to the instructions, upload the application materials, select the method and address of receiving documents (the address for taking the documents at the window is "Municipal (District) Government Affairs Service Center"), and click "Submit" to complete the online application.
2.1.2. Submission at physical service center
After the online application is accepted, the application form will be made available for printing. The constructor shall carry the paper materials to the general service window of Municipal (District) Government Affairs Service Center for application according to the requirements for original documents as indicated in the service guide. In this guide, only the scanned or electronic documents are required to be uploaded directly through the Internet, and there is no need to submit the paper materials to the government affairs window.
2.1.3. Case acceptance
The Municipal Government Affairs Service Center accepts the approval cases of the city level, or the approval cases of each district; the District Government Affairs Service Center accepts the approval cases of the district level, other than the cross-district cases.
After receiving the application materials from the applicant, the window handler of Municipal (District) Government Affairs Service Center shall conduct a formal review on whether the application materials (including online application materials) submitted by the applicant meet the acceptance conditions, make a decision on whether to accept or not, and then send the relevant notification message through the system. If the case is not accepted, the reasons shall be provided at one time.
2.1.4. Case circulation
2.1.4.1. The window of the Municipal Government Affairs Service Center shall forward the online application materials to the municipal and district planning and natural resources departments for handling, through the joint approval system in time after accepts the case, and shall deliver the application form and construction project design as listed in the Approval and Issuance of Construction Project Permit (Building Works) to the water supply and power supply enterprises. According to the division of responsibilities among districts, the window of Municipal Government Affairs Service Center shall push the notification to the system of relevant approval department.
At-center application materials shall be collected by the undertaker at the window of Municipal Government Affairs Service Center.
2.1.4.2. The window of the district Government Affairs Service Center shall forward the case (including online and at-center application materials) to the district planning and natural resources department for handling, through the joint approval system after accepts the case, and shall deliver the application form and construction project design as listed in the Approval and Issuance of Construction Project Permit (Building Works) to the water supply and power supply enterprises. According to the division of responsibilities among districts, the window of District Government Affairs Service Center shall push the notification to the system of relevant approval department.
At-center application materials shall be collected by the undertaker at the window of District Government Affairs Service Center.
2.2. Supplement and correction procedures
The opinions on material supplement and correction issued by the planning and natural resources department shall be handed over to the service window handler of Municipal (District) Government Affairs Service Center for uniformly issuing the Notice on Material Supplement and Correction.
As for any projects not covered by these Guidelines, after receiving the access demand information pushed through the platform, the water supply and power supply enterprises shall actively instruct the constructor to go through the application procedures for power access and water access according to the procedures corresponding to the scale of project.
3. Exemption from Administrative Permission for Power and Water Outdoor Line Works
As for the power access and water access outdoor line works of the Simple and Low-Risk Construction Projects led by Private Investment covered by these Guidelines, there is no need to apply for the administrative permission for the planning, construction, road excavation, tree felling and transplantation of the outdoor line works. Before the construction, the water supply and power supply enterprises shall push the construction scheme and traffic congestion relief scheme of outdoor line work to the public security, transportation, water, forestry and landscaping departments through Guangzhou municipal joint approval platform of Engineering and Construction Projects, and shall restore the roads according to the applicable standards.
3.1. Exemption from administrative examinations and approvals
Public security department: examination and approval of traffic organization plan for road occupying construction;
Transportation department: examination and approval of urban road occupation and excavation; examination and approval of highway occupation and excavation;
Water department: examination and approval of production and operation activities within the scope of water conservancy project management; water and soil conservation plan for production and construction project;
Forestry and landscaping department: examination and approval of occupation of urban green space; permit for felling and transplantation of urban trees.
3.2. Division of duties and responsibilities among departments
3.2.1. The public security department shall be responsible for the exemption from the examination and approval of the traffic organization plan for road occupying construction.
3.2.2. The transportation department shall be responsible for the exemption from administrative examination and approval of urban road and highway occupation and excavation.
3.2.3. The water department shall be responsible for the water related exemption, urge and coordinate the approval departments to carry out work according to the exemption requirements, and coordinate to solve the relevant problems encountered.
3.2.4. The forestry and landscaping department shall be responsible for the exemption from the examination and approval of occupation of urban green space; permit for felling and transplantation of urban trees.
3.2.5. The government affair department shall be responsible for case acceptance, case distribution and case reply in accordance with the requirements of integrated service; be responsible for the construction of Guangzhou joint approval platform for engineering and construction projects, and the communication with other departments.
3.2.6. The industry and information technology department shall be responsible for urging and coordinating the approval departments to carry out work according to the exemption requirements, and coordinating and solving the relevant problems encountered during the administrative approval of power outdoor line work construction projects.
3.3. Exemption from administrative examinations and approvals; division of duties and responsibilities among administrative regions
3.3.1. The traffic organization plan for road occupying construction is exempt from examination and approval.
3.3.1.1. The Municipal Public Security Bureau shall be responsible for the examination and approval of the applications for road occupying construction within Yuexiu, Haizhu, Liwan, Tianhe and Baiyun Districts, including the expressway and inner ring road within the municipal area.
3.3.1.2. The traffic management department of each district public security sub-bureau is responsible for the examination and approval of the applications for road occupying construction (except expressway) within Huangpu, Panyu, Huadu, Nansha, Zengcheng and Conghua Districts.
3.3.2. The urban road occupation and excavation are exempt from municipal administrative examination and approval.
3.3.2.1. The scope of responsibility of the Municipal Transportation Bureau:
3.3.2.1.1. Municipal roads (including bridges, overpasses and tunnels): including Haizhu Bridge, Renmin Bridge, Guangzhou Bridge, Haiyin Bridge, Jiangwan Bridge, Jiefang Bridge, Hedong Bridge (including Changgang and Guangzhong Overpasses), Pazhou Bridge, Zhujiang Tunnel, Luntou Tunnel, Zhoutouzui Tunnel, inner ring road overpass (including its connecting ramps and radial overpass lines), Donghaoyong Overpass, Renmin Road Overpass, Tongdewei Overpass, and Liede Bridge.
3.3.2.1.2. Expressway: Guangyuan Expressway, Xinguang Expressway, Xinhua Expressway, Nansha Port Expressway, Huanglan Expressway (Nansha Port Feeder Expressway), Panyu Bridge, and phase I, phase II and phase III of South China Expressway.
3.3.2.1.3. BRT Exclusive Lanes
3.3.2.2. The scope of responsibility of each local administration department: urban roads within its jurisdiction other than those listed above.
3.3.3. The occupation and excavation of highway are exempt from examination and approval.
3.3.3.1. Scope of responsibility of the Municipal Transportation Bureau: super highways, national and provincial trunk highways within the scope of Guangzhou City.
3.3.3.2. The scope of responsibility of each local road management department: county roads and township roads within its jurisdiction.
3.3.4. The production and operation activities within the scope of water conservancy project management are exempt from examination and approval.
3.3.4.1. The Municipal Water Authority is responsible for the production and operation activities within the management scope of water conservancy projects, such as municipal reservoirs and Liuxihe River Irrigation Area. Among them, the channels within Liuxihe River Irrigation Area subject to the joint examination and approval by the District Water Bureau and Municipal Water Authority include:
(1) The channels between the Right Main Channel Intake Gate Outlet and Liyuan Diversion Gate. Wherein, Baiyun District Water Bureau is responsible for the channels from the Right Main Channel Intake Gate Outlet to Maya, and Huadu District Water Bureau is responsible for the channels from Maya to Liyuan Diversion Gate.
(2) Baiyun District Water Bureau is responsible for the channels between the Left Main Channel Intake Gate Outlet and the Fertile Farmland Management Office of Liuxihe River Irrigation Area.
(3) The Management Office of Lixi Barrage Irrigation Area is responsible for the channels between Lixi Main Channel Intake Gate Outlet and the First Inverted Siphon.
The channels subject to the examination and approval by District Water Bureau:
(1) The downstream channels of the Liyuan Diversion Gate of Right Main Channel: Huadu District Water Bureau is responsible for the Huadu Main Channel, and Baiyun District Water Bureau is responsible for the Right Main Channel.
(2) Baiyun District Water Bureau is responsible for the downstream channels of the Fertile Farmland Management Office of Liuxihe River Irrigation Area of Left Main Channel.
(3) Baiyun District Water Bureau is responsible for the downstream channels of the First Inverted Siphon of Lixi Main Channel.
3.3.4.2. The District Water Bureau is responsible for the exemption for the examinations and approvals of production and operation activities within the scope of water conservancy project management except for the municipal reservoirs and Liuxihe River Irrigation Area (as defined above).
3.3.5. The water and soil conservation plans for production and construction projects are exempt from examination and approval:
The production and construction projects that may cause soil and water loss and occupy an area of more than 1 hectare (inclusive) or more than 10,000 cubic meters (inclusive) of earth & rock excavation and filling, and to be carried out in mountainous areas, hilly areas and other areas that are liable to soil and water loss as determined in the soil and water conservation planning.
3.3.5.1. The Municipal Water Authority is responsible for the provincial projects (exclusive of those cross prefecture-level cities), municipal projects (excluding projects in Guangzhou Development Zone, Nansha Development Zone, Zengcheng Development Zone and Airport Economic Zone) and cross-district production and construction projects.
3.3.5.2. The exemption for the examinations and approvals of the production and construction projects not cross the district and approved by the municipal or district level within Guangzhou Development Zone, Nansha Development Zone (Nansha Area of Free Trade Zone), Zengcheng Development Zone and Airport Economic Zone shall be carried out by the functional departments of the corresponding economic zone or administrative region.
3.3.5.3. The exemption for the examinations and approvals of the production and construction projects approved at the district level in each administrative region shall be carried out by the water administrative department of each district. The water and soil conservation plan reports are handled by the water administrative department of the district.
3.3.5.4. The water and soil conservation plans for the production and construction projects across administrative regions shall be handled by the water administrative department at the next higher level.
3.3.6. The urban green space occupation is exempt from examination and approval.
3.3.6.1. The Municipal Forestry and Landscaping Bureau is responsible for the exemptions from the examinations and approvals of the temporary occupation under 7,000 square meters due to urban and rural construction or urban and rural infrastructure maintenance, within the municipal green spaces [the segment of Baiyun Avenue (the Middle Guangyuan Road to the junction with Tongtai Road), Dajinzhong Road (Baiyun Avenue to Guangyuan Road), Tongtai Road (Baiyun Avenue to the junction with Yunxiang Road), Guangzhou Avenue (the West Yudong Road to the original toll station of Guangzhou Bridge), Dongfeng Road (the east end of the West Inner Ring Road to the west end of the First Zhongshan Flyover), Ring Road (the junction with the West Guangyuan Road to the west of Tianhe Flyover), Keyun Road (Guangzhou Qiaokang Hospital to the bottom of Guanzhou Beiyuan Bridge), Linjiang Avenue (the east end of Guangzhou Bridge to the bottom of Pazhou Bridge), Ersha Island (Zhudao Hotel to the east green land of Ersha Island), scenic areas, municipal parks (Baiyun Mountain Scenic Area, Yuexiu Park, Liuhuahu Park, Guangzhou Zoo, Zhongshan Memorial Hall, Huanghuagang Park, Zhujiang Park, Municipal Children's Park)].
3.3.6.2. The district greening administration is responsible for the exemptions for the examinations and approvals of the temporary occupation of municipal green spaces under 7,000 square meters due to urban and rural construction or urban and rural infrastructure maintenance, other than those listed in Paragraph 1.
3.3.6.3. The applications for the temporary occupation of municipal green spaces beyond 7,000 square meters due to urban and rural construction or urban and rural infrastructure maintenance shall be accepted by and reviewed by the district greening administration if such green spaces are within the scope specified in Paragraph 1, and then reported to the Municipal People's Government for approval; or shall be accepted by the district greening administration if such green spaces are beyond the scope specified in Paragraph 1, then reported to the municipal greening administration for review, and forwarded to the Municipal People's Government for approval.
3.3.6.4. If the green spaces to be temporarily occupied due to urban and rural construction or urban and rural infrastructure maintenance are located in Guangzhou Development Zone, Nansha Development Zone (Nansha Area of Free Trade Zone) and Zengcheng Development Zone, the relevant applications shall be exempted respectively by Guangzhou Development Zone, Nansha Development Zone (Nansha Area of Free Trade Zone) and Zengcheng Development Zone.
3.3.7. The felling and transplantation of urban trees are exempt from examination and approval.
3.3.7.1 The applications for felling, transplanting and pruning trees in the municipal green spaces [the segment of Baiyun Avenue (the Middle Guangyuan Road to the junction with Tongtai Road), Dajinzhong Road (Baiyun Avenue to Guangyuan Road), Tongtai Road (Baiyun Avenue to the junction with Yunxiang Road), Guangzhou Avenue (the West Yudong Road to the original toll station of Guangzhou Bridge), Dongfeng Road (the east end of the West Inner Ring Road to the west end of the First Zhongshan Flyover), Ring Road (the junction with the West Guangyuan Road to the west of Tianhe Flyover), Keyun Road (Guangzhou Qiaokang Hospital to the bottom of Guanzhou Beiyuan Bridge), Linjiang Avenue (the east end of Guangzhou Bridge to the bottom of Pazhou Bridge), Ersha Island (Zhudao Hotel to the east green land of Ersha Island), scenic areas, municipal parks (Baiyun Mountain Scenic Area, Yuexiu Park, Liuhuahu Park, Guangzhou Zoo, Zhongshan Memorial Hall, Huanghuagang Park, Zhujiang Park, Municipal Children's Park)] shall be exempted by the Municipal Forestry and Landscaping Bureau.
3.3.7.2. The applications for felling, transplanting and pruning trees (involving any ancient or precious trees or their potential resources) outside the scope of Guangzhou Development Zone, Nansha Development Zone (Nansha Area of Free Trade Zone) and Zengcheng Development Zone shall be accepted by the district greening administration, and then reported by submitting an opinion affixed with official seal to the municipal greening administration for approval. The applications for felling, transplanting and pruning trees (involving ancient or precious trees or their potential resources) within Guangzhou Development Zone, Nansha Development Zone (Nansha Area of Free Trade Zone) and Zengcheng Development Zone shall be exempted by such Zone respectively.
3.3.7.3. The applications for felling and transplanting trees (not involving any ancient or precious trees or their potential resources) within the municipal area (excluding Zengcheng District, Conghua District, Guangzhou Development Zone, Nansha Development Zone (Nansha Area of Free Trade Zone) and Zengcheng Development Zone), if the number of trees is more than 20 (inclusive), outside the scope as specified in Paragraph 1, shall be exempted by the Municipal Forestry and Landscaping Bureau.
3.3.7.4. The applications for felling and transplanting trees (not involving any ancient or precious trees or their potential resources) within the municipal area (excluding Zengcheng District, Conghua District, Guangzhou Development Zone, Nansha Development Zone (Nansha Area of Free Trade Zone) and Zengcheng Development Zone), if the number of trees is 19 or less, outside the scope as specified in Paragraph 1, shall be exempted by the district greening administration.
3.3.7.5. The applications for felling and transplanting trees (not involving any ancient or precious trees or their potential resources) within Zengcheng District, Conghua District, Guangzhou Development Zone, Nansha Development Zone (Nansha Area of Free Trade Zone) and Zengcheng Development Zone shall be exempted by the district greening administration.
3.3.7.6. The applications for pruning trees (not involving any ancient or precious trees or their potential resources) with diameter of more than 5cm shall be exempted by the district greening administration.
4. Implementation Date
These Guidelines shall be put into tentative implementation from the date issued.
