  Upon the approval of Guangzhou Municipal People's Government, we hereby issue this Implementation Plan for Continuously Pushing Forward the Reform of Access to Electricity in Guangzhou to you for carrying out your work in accordance thereto.

Implementation Plan for Continuously Pushing Forward the Reform of Access to Electricity in Guangzhou

  In order to carry out the work in accordance with the decision and roadmap by the Party Central Committee and the State Council on deepening the reform of "Streamlined Administration, Innovative Supervision and Efficient Service" and optimizing the business environment, we hereby issue this Implementation Plan based on the Implementation Plan for Further Optimizing Electric Power Environment for Doing Business in Guangzhou (Revised) (SGX [2019] No.2) for the purposes of continuously pushing forward the reform of "Access to Electricity", continuously improving the services of power supply, and building a world-class electric power environment for doing business.

  1.Objectives

  To strive for an advanced place in the world and the leading poisition in China, upgrade the reform measures, continuously promote the "Three No-needs" power supply services, and build the demonstration base in China, we establish our goals and objectives as follows:

  1.1.Power access application handling procedures. For low voltage (220V/380V) consumer enterprises, the handling procedures include "Application & Contract Signing (no more than 1 day)" and "Construction & Connection (no more than 2 days)". For high voltage (10kV/20kV) consumer enterprises, the handling procedures include "Application & Acceptance (no more than 1 day)", "Response & Contract Signing (no more than 7 days)" and "Completion & Connection (no more than 7 days)". As for simple and low-risk construction projects led by private investment, their demands for power access will be pushed by Guangzhou Construction Projects Joint Approval Platform (hereinafter referred to as "the Joint Approval Platform") to the power supply enterprises automatically, to realize the "No Need for Application" during the Power Access Application Validation & Acceptance.

  1.2.Handling time for power connection. The average handling time for low-voltage power connection shall not exceed 13 days, particularly shall not exceed 3 days for projects without external power cabling, or 8 days for projects with external power cabling but requiring no administrative approval, or 13 days for projects with external power cabling and requiring administrative approvals.

  If the consumer has the construction conditions for power access project, the average handling time of high voltage power connection shall not exceed 45 days, of which the average handling time of external power cabling shall not exceed 30 days (including the administrative approval time of external power cabling, which shall not exceed 5 days).

  1.3.Cost of power connection. Low voltage meters, meter boxes and power supply lines at the power supply side are invested by the power supply enterprise. As for the high voltage outdoor line access project, the equipment is invested by the power supply enterprise and extended into the red line of land planning of the consumer, to ensure the "No Need for Investment" by the user for their power access.

  1.4.Administrative evaluation and approval of outdoor electricity line work. For simple and low-risk construction projects led by private investment, there is “No Need for Approval Process". Joint parallel evaluation and approval shall be carried out for the outdoor power line works of other projects ,and the total process time shall not exceed 5 days.

  1.5.Power supply reliability. The average annual blackout time in the city shall beless than 0.8 hour, and less than 0.5 hour for the central part of the city.

  2.Specific Measures

  2.1.Optimize service procedures and enhance convenience of power access application

  (1)Start power access application process sooner. Improve the collaborative evaluation and

  approval of the municipal joint approval platform, and push the power access demands to the power supply enterprise in real-time prior to the issuance of the construction license. The power supply enterprise synchronously evaluates the power demands, provides the power access guidance, and prepares for the power access. (Responsible departments: Municipal Housing and Urban-Rural Development Bureau, Municipal Government Affairs Data Administration, and Guangzhou Power Supply Co., Ltd.)

  (2)Deepen the reform of administrative evaluation and approval of outdoor power line work. The

  project of administrative examination and approval of outdoor electricity line works shall be subject to the unified receipt, unified delivery, data sharing and parallel evaluation and approval on the municipal joint approval platform. The time for examination and approval shall not exceed 5 days, and electronic license shall be adopted. The outdoor power linework of simple and low-risk construction projects led by private investment with voltage below 10kV (excluding 10kV), with installation capacity of no more than 200kW and pipeline length of no more than 200m, is exempt from administrative approval such as for planning, construction, occupation and excavation of roads, felling and relocation of trees (excluding ancient and famous trees). Intead, approval may be obtained through notification and commitment, for which, the power supply enterprise shall, before the construction, submit the construction plan and traffic relief scheme to the public security, transportation, water affairs, forestry and landscaping and other departments through the municipal joint approval platform, and release the construction announcement on the website. After the access conditions are met, the power supply enterprise shall submit relevant information to the transportation department, and be responsible for restoring the roads and greening according to the standards, conducting measurement after completing the project and submitting the results to the planning department.   (3)Strengthen information-based support for the whole process. Integrate the typical design,

  distribution network resources, geographic information and other big data of power supply enterprises, and realize online formulation of power supply scheme, framework bidding of supporting project construction contractors, framework bidding of materials, quota reserve, hierarchical storage, and real-time distribution through GPS positioning of work sites. The whole process of power access application handling is integrated into the information system for online processing. Adopt mobile Apps at the worksite to send back data in a timely manner and monitor the whole process of power access application handling in real-time, so as to greatly improve the efficiency of power access application handling.   2.2.Increase service modes and diversify customer’s experience

  (4)Improve the power access application channels through "Digtial Government". Apart from physical service stations in government affairs halls and real estate business processing centers, based on Guangzhou integrated online government service platform, the relevant departments shall fulfill the power supply business processing functions in "Government Service Network, Government Service Mobile Terminal" and other government channels, further the implementation of "E-Power Access" service in Guangzhou, and realize the multi-channel power access application.   (5)Provide new technical support. Efforts shall be made to explore the application of blockchain technology in identity authentication, license confirmation, and document tamper-proofing during power supply service, and to explore the application of blockchain technology in the distributed power generation transaction and renewable energy quota. (Responsible departments: Municipal Industry and Information Technology Bureau, and Guangzhou Power Supply Co., Ltd.)

  (6)Further improve the working mechanism of account managers in power supply enterprises. For national, provincial and municipal key construction projects and small & micro-enterprise projects, services shall be handled by specially assigned account managers, and implement the "Work Order Accountability Mechanism" and personalized services. (Responsible department: Guangzhou Power Supply Co., Ltd.)

  2.3.Disclose service information and improve the transparency of power access application handling process

  (7) The "Access to Electricity Advisory Committee" shall be established, which is responsible for evaluating the implementation of various measures for the promotion of Access to Electricity in Guangzhou, and continuously providing targeted and feasible optimization suggestions for Access to Electricity.   (8)Disclose the information on power access application handling process. Policy documents and effective measures of power access reform shall be disclosed on the official websites of the government and the official website of Guangzhou Power Supply Co., Ltd.. All power supply outlets, online power supply service centers, mobile Apps, 95598 hotline and other platforms in the city shall adopt the new power supply service commitment and update their service guide and power supply reliability information for small & micro enterprises in time, so as to promote the real-time inquiry, service evaluation, one-key failure reporting and other two-way interactive functions.   (9)Improve the transparency of electricity consumption. Power supply enterprises shall actively disclose the electricity rate adjustment information through all power supply service channels in the city, and do a good job in the publicity, notification, and interpretation of the electricity tariffs policy. Comprehensively promote the adoption of electronic invoices and bills, and pilot the use of electronic notices for arrears and outages. Comprehensively promote the electronic payment, and enable the query of "Daily Power Consumption" in the mobile App. (Responsible departments: Guangzhou Power Supply Co., Ltd.)

  2.4.Strengthen coordinated planning and build a strong power grid

  (10)Plan and approve the construction of substations and projects simultaneously. Before investment attraction and land transfer, the government of all districts, together with the power supply enterprises, shall implement site selection of supporting substations in advance and complete the relevant planning and adjustment work according to the specified procedures. The land transfer department is responsible for incorporating the land used by the substation into the land transfer contract to ensure that the time for staring the production of power supply facilities is consistent with that of the new project.   (11)Strengthen the construction of cable trenches. During the construction, reconstruction and expansion of municipal roads, according to the requirements of relevant documents, the power grid planning and cable channel planning of the city, the cable trenches shall be built and expanded simultaneously, and shall be handed over to the power supply enterprises for use and management free of charge; the road project developer shall coordinate the management of road and underground pipeline engineering works, and arrange a reasonable construction period of underground pipelines; the underground pipeline project developer shall cooperate with the road project developer.   (12)Optimize the mechanism of land acquisition and storage. Establish the land acquisition and storage mechanism for electric power infrastructure construction projects of 110 kV and above, so as to ensure the "Early publicity, Early Acquisition & Storage, and Early Enclosure" of land for electric power infrastructure construction projects, and further shorten the construction period.   (13)Establish land use implementation mechanism for 10kV power distribution facilities. Power supply enterprises shall regularly summarize demands for distribution network construction in the whole city, and confirm the land for 10kV distribution facilities in all districts; and the planning and natural resources departments shall issue the policies allowing the land used for distribution facilities determined by rural power supply planning and design (in principle, it shall not exceed 100m2), to be identified and managed according to the original type of land.   2.5.Strengthen comprehensive management and control for greater reliability of power supply

  (14)Strengthen the source control of grid structures. Carry out targeted investment to solve grid structure problems such as single radiation, large branches, and unreasonable section layout; carry out "Two Elimination and One Control" and power transformation of urban village communities, improve low voltage power supply capacity, and vigorously improve the actual switchable supply rate of low voltage power. Continue to promote distribution automation, improve the viability of distribution automation, and increase remote control of failures. (Responsible department: Guangzhou Power Supply Co., Ltd.)

  (15)Strengthen operation with uninterrupted power supplies. Implement the overall dispatching mechanism of the generator vehicle and the review mechanism of operation with uninterrupted power supplies, to cover 75% of relevant projects; optimize the arrangement of the operation process with uninterrupted power supplies, effectively reduce the Outage Consumer-Hour Index; deepen the integration of the distribution network projects, strengthen the outage coordination between the main and distribution networks, review the distribution network construction scheme and the scope of power outage, and do a good job in the comprehensive plan of the main and distribution network outage.   (16)Strengthen trip control and troubleshooting. Organize and carry out testing and treatment of hidden dangers. Strengthen the application of information technologies to reduce external damage and user’s visit due to accidents. Strengthen the mechanism of project establishment and management supervision, and reduce the repeated trip rate of lines. (Responsible department: Guangzhou Power Supply Co., Ltd.)

  (17)Further clarify the punishment mechanism to limit outage. Formulate detailed rules for the implementation of compensation for the prolonged power outage in accordance with the law, clarify and detail the scope, standards and procedures of compensation, improve service quality, power supply capacity and reliability, and protect the rights and interests of users. (Responsible departments: Municipal Industry and Information Technology Bureau, and Guangzhou Power Supply Co., Ltd.)

  2.6.Build a demonstration base of power supply with top international standards.

  (18)Build a national "Access to Electricity" demonstration area in Huangpu District. Provide the work plan for Huangpu District to optimize the electric power environment for doing business, and improve the Access to Electricity services. Introduce a series of supporting measures to speed up the construction of power transmission and transformation projects, improve the reliability of power supply and improve the service level of power supply. (Responsible departments: Huangpu District Government and Guangzhou Power Supply Co., Ltd.)

  (19)Promote the special brand of power supply service in Nansha Free Trade Zone. Continue to improve the service level of low voltage power supply, temporary power leasing, comprehensive insurance for power reception equipment and property of power-consuming enterprises throughout Nansha Free Trade Zone, extensively promote new models of comprehensive energy services, such as port electricity and microgrid demonstration, and explore financial service products for the energy industry.   2.7.Improve comprehensive energy services and expand power application scenarios

  (20)Create an end-to-end experience for customers in key industrial application scenarios. Promote the end-to-end comprehensive energy characteristic services such as "Temporary Power Leasing and Sharing", compound compensation mechanism for the power outage, energy conservation and consumption reduction management, and power quality improvement, to guarantee safe and reliable green power consumption of enterprises. Focus on specific industrial application scenarios, and combine and yield multiple comprehensive energy service products. (Responsible department: Guangzhou Power Supply Co., Ltd.)

  (21)Empower urban governance with electricity data. Further the application of big data in electric power and "Four Standards and Four Facts", "Scattered & Polluted Sites" monitoring, digital government, smart city, and credit management, to improve urban governance capacity. (Responsible departments: Municipal Public Security Bureau, Municipal Industry and Information Technology Bureau, Municipal Government Affairs Data Administration, and Guangzhou Power Supply Co., Ltd.)

  (22)Promote the construction of a comprehensive smart grid application system. Integrate the power supply network resources, cooperate with network operators to promote in-depth application of energy Internet of Things, intelligent light pole, artificial intelligence and 5G, and pilot the implementation of "Collecting Three Meters’ Readings Together" and comprehensive energy services together with water and gas supply enterprises. (Responsible departments: Municipal Industry and Information Technology Bureau, Municipal Water Bureau, City Management and Law Enforcement Bureau, and Guangzhou Power Supply Co., Ltd.)

  The handling time limits for evaluation, approval, and handling shall be postponed in case of weekends and statutory public holidays.

  3.Requirements

  3.1.Strengthen overall planning and coordination. The Municipal Industry and Information Technology Bureau and Guangzhou Power Supply Co., Ltd., together with the relevant departments at the municipal level, shall establish a special team of Access to Electricity, to organize, implement and coordinate the specific work of each member unit, establish mechanisms of regular notification and regular meeting, and strengthen the exchange of information related to the Access to Electricity.   3.2.

  3.3.Carry out extensive publicity. Coordinate the publicity of "Access to Electricity" by the government and power supply enterprises, gather quality resources; disclose the latest measures and outcomes related to "Access to Electricity" and provide relevant training through online and offline channels, such as official media, mainstream media, and the Internet, so as to further improve the awareness and Sense of Gain of enterprises and other consumers. (Responsible departments: Municipal Industry and Information Technology Bureau and Guangzhou Power Supply Co., Ltd.)

  3.4.Promote information sharing. Realize the sharing and exchange of government affairs data in Guangzhou, real-time acquisition of necessary information for dealing power access application, such as business license and resident identity card; ensure that with residents only presenting their ID card number, the handling department can obtain real estate information through online access, so as to realize the "No Need for Document Transfer" for residents; ensure that with enterprise consumers only presenting their business license, the handling department may obtain project approval and other information, so as to fully realize the end-to-end online handling, tailored services and digitalized services.   3.5.Strengthen the support of credit tools. Shift from pre-approval to post-supervision, and promote the establishment of an industrial credit system covering power supply enterprises, power consumers, stakeholders, and other entities. If it is found that the commitment is not fulfilled or any fraud is committed, the information will be incorporated in the enterprise and individual credit files in the municipal public credit information management system, and will be made public on http://credit.gz.gov.cn in accordance with relevant regulations.
