　　In accordance with relevant documents, including the Tentative Suggestions for Further Optimizing Approval Services and Quality & Safety Supervision for Simple and Low-Risk Construction Projects led by Private Investment (SJG [2020] No. 3) and the Implementation Plan for Continuously Pushing Forward the Reform of Access to Electricity in Guangzhou (SGXH [2020] No. 1), we hereby issue this Tentative Implementation Plan for Further Optimizing Electric Power Environment for Doing Business in Guangzhou for Simple and Low-Risk Construction Projects led by Private Investment (see Annex) for carrying out work in accordance thereto. Please contact our Bureau for any problems or difficulties encountered during the implementation.

Tentative Implementation Plan for Further Optimizing Electric Power Environment for Doing Business in Guangzhou for Simple and Low-Risk Construction Projects led by Private InvestmentAnnex

　　This Implementation Plan is drafted in accordance with the Tentative Suggestions for Further Optimizing Approval Services and Quality & Safety Supervision for Simple and Low-Risk Construction Projects led by Private Investment (SJG [2020] No. 3) and the Implementation Plan for Continuously Pushing Forward the Reform of Access to Electricity in Guangzhou (SGXH [2020] No. 1) for continuously improving the power access environment for doing business, and ultimately improving the efficiency and services of power access in Guangzhou.

　　1.Scope of Application

　　This Implementation Plan is applicable to simple and low-risk construction projects led by private investment as defined in the Official Document SJG [2020] No. 3, specifically the power access work with voltage below 10kV, reported power consumption no more than 200kWh and pipeline length no more than 200m.

　　2.Objectives

　　For any power access of the consumers classified as simple and low-risk construction projects led by private investment, the power supply enterprises shall actively provide the power access application and approval services, and such consumers are not required to submit the relevant applications. The average time for power access shall be no more than 8 days, and the investment of such consumers for their power access shall not be needed, based on the "Four No-needs" Access to Electricity Services, namely no need for application, no need for visit, no need for approval process and no need for investment.

　　3.Optimization Measure

　　No need for application: when a project developer applies for the Construction Project Planning Permit, the basic information about the project will be automatically submitted to the power supply enterprise through Guangzhou Joint Examination and Approval Platform of Construction Projects (hereinafter referred to as the "Joint Approval Platform"), to enable the power supply enterprise to keep up with all demands for power access and consumption, so as to provide better services.

　　4.Power Access Application Handling Procedures

　　4.1.Handling application and signing contract: the power supply enterprise shall, after receives the basic information about the project, proactively communicate with the project developer to learn about the power demands, including the power consumption level and schedule, for completing the power access work in accordance with the power consumption schedule and project construction schedule. The contract shall be signed within one day if the conditions meet the requirements for power access.

　　No need for submission of application materials: no power access application documents need to be submitted by the consumer, and any information and data required should be acquired through the Joint Approval Platform.

　　4.2.Construction and electricity connection

　　4.2.1.The construction and electricity connection shall be completed within 2 days if there is no external power cabling.

　　4.2.2.The power access application handling shall be completed within 7 days if there is external power cabling, wherein:

　　4.2.2.1.No need for approval process for external power cabling: the administrative procedures or approvals are not required for filing, planning or construction, or the occupation or excavation of roads, or felling or relocation of trees. The power supply enterprise shall complete the construction plan for the external power cabling (including the design) and traffic relief schemes within 2 days, then push to the public security, transportation, water and forestry & landscaping departments; submit the relevant information to the transportation department when the access conditions are met, and then restore the roads as required.

　　4.2.2.2.The power supply enterprise shall complete the outdoor power line work within 5 days.
