Implementation Measures for Further Optimizing Power Access Procedures for Businesses in Guangzhou
In order to continuously optimize power access procedures for businesses in Guangzhou, further improve the efficiency and promote the service quality of the power access services for all power users in Guangzhou, according to theRegulations on Businesses Environment Optimization and theImplementation Opinions on Further Optimizing Approval Services of Simple and Low-Risk Construction Projects led by Private Investment, and on Further Optimizing Relevant Quality & Safety Supervision (Trial) (SJG [2020] No.3), these measures are hereby issued.
1. Scope of Application
These measures are applicable to the power access procedures concerning low-voltage (220V/380V) non-residential users who apply for new power access installations, capacity expansions and other service upgrades.
2. Work Objectives
For low-voltage non-residential users who apply for power access, the power supply bureau shall set up a unified application portal for the two procedures (contract signing andpower access construction) involved. Where external power cabling are not involved, the construction period shall not exceed 3 days; where external power cabling are involved, the construction period shall not exceed 8 days. We aim at achieving zero-cost power access and zero-approval government administration, and thereby further promote the quality of our power supply service.
3. Power Access Application Processing
3.1. Application and contract signing. An electronic contract is generated and signed with the online application submission to the power supply bureau by the non-residential users, and the power supply bureau shall sign the contract within one day. 3.1.1. The “One-Stop Service, Two Supporting Documents-Based Acceptance” approach shall be adopted at the service center, providing “Internet+” online processing and door-to-door services by appointment, taking the whole application procedure for low-voltage power access online.
3.1.2. Service contract signed with online application submission.
3.1.3. Only two supporting documents are required for non-residential users during application:①valid identification documents; ②ownership documents for the property at the address applying for power access.
3.2 Power access construction. Where external power cabling are not involved, the construction shall be completed within 2 days; where external power cabling are involved, the power supply bureau shall be responsible for the investment and construction of external power cabling, and the construction for power access shall be completed within 7 days. 3.2.1. The design and project information documents of the external power cabling to be forwarded to relevant authorities shall be completed within 2 days. (Accountable unit: Guangzhou Power Supply Co., Ltd.)
3.2.2. Zero-approval by government administration for external power cabling. There is no need to apply for administrative permission concerning planning, construction, road occupation and excavation, felling and transplantation of trees (temporary occupation of urban green space of less than 200 square meters for less than 3 days; relocation of less than 2 trees excluding ancient/famous trees or their follow-up resources), water conservancy, etc. After the power supply bureau confirms the construction plan, it shall forward the construction plan and traffic organization plan to the public security department, traffic department, water department, forestry and landscaping department, etc., via the Municipal Joint Approval Platform. After the access conditions are met, the power supply bureau shall forward the relevant information to the transportation department and take charge of subsequent standardized restoration of roads and green spaces affected. 3.2.3. The external power cabling shall be completed within 5 days. (Accountable unit: Guangzhou Power Supply Co., Ltd.)
4. Note
For the operational and post-operational oversight, all relevant examination and approval departments shall refer to theImplementation Opinions on Further Optimizing Approval Services of Simple and Low-Risk Construction Projects led by Private Investment, and on Further Optimizing Relevant Quality & Safety Supervision (Trial) (SJG [2020] No.3)for implementation.
5. Implementation Date
These Measures shall take effect as from the date of issuance. In case of any conflict with theImplementation Plan for Sustained Reform on Power Access in Guangzhou (SGXH [2020] No.1), this document shall prevail.
