　　为全面提升"获得电力"服务水平，持续优化用电营商环境，推行"三零" "三省"服务，打造世界一流用电营商环境，提升用户用电获得感，广州市工业和信息化局牵头制定本行动方案。

　　Guangzhou Municipal Industry and Information Technology Bureau leads the formulation of this Action Plan in order to comprehensively improve the service level of "access to electricity", continuously optimize the electricity business environment, promote "Three No-needs" (no need for application, no need for investment and no need for approval process) and "Three Savings" (effort saving, time saving and money saving) services, create a world-class electricity business environment, and improve the consumers' experience in access to electricity.

　　For high voltage (10KV/20KV) electricity access application:

　　The joint parallel administrative approval time for power projects with outdoor power cabling works is not more than 5 days

　　03办电成本

　　03 Cost of electricity access application

　　低压(220/380伏)：报装容量200千瓦及以下，计量表计、表箱及电源侧供电线路全部由供电企业投资，用户接电"零投资”。

　　For low voltage (220V/380V) electricity access application: If the installation capacity is no more than 200kW, the meters, meter boxes and power supply lines at the power supply side are invested by the power supply enterprise, so as to ensure "No Need for Investment" by the consumers for their electricity access.

　　高压(10/20千伏)：电力外线工程由供电企业投资延伸至用户规划红线范围。

　　For high voltage (10KV/20KV) electricity access application: The equipment for power projects with outdoor power cabling works is invested by the power supply enterprise and extended into the red line of land planning of the consumer.

　　04供电可靠性

　　04 Reliability in power supply

　　配网可转供电率达到99%

　　The distribution network power supply transfer rate will reach 99%.

　　城市口径用户年均停电时间为0.5小时以内

　　The average annual blackout time for urban standard consumers will be less than 0.5 hour.

　　全口径用户年均停电时间为1小时以内

　　The average annual blackout time for full standard consumers will be less than 1 hour.

　　公开办电指南、时限要求、收费标准、电价政策等信息。

　　Disclose the electricity access application handling guide, time-limit requirements, charging standards, electricity tariff policies and other information.

　　通过互联网业务办理比例达99%，推广网上营业厅、"南网在线"APP、"南方电网95598"微信服务号、"南方电网95598"支付宝生活号等渠道。

　　Promote online business hall, "China Southern Power Grid online" APP, "China Southern Power Grid 95598" WeChat official account, "China Southern Power Grid 95598" Alipay life account and other channels, so as to reach 99% business handling via Internet.

　　进一步深化政企系统互联互通、数据共享；全面推广办电业务应用电子证照、电子签章。

　　助力广州做强"双引擎"。重点推进广州城市更新改造中的电网规划调整、配套电站建设、供电设备改造等工作。

　　Help Guangzhou to become a strong "double engine". Focus on the grid planning adjustment, supporting power station construction, power supply equipment modification and other work in the urban renewal of Guangzhou.

　　推动数字电网建设。满足数字新基建建设和持续增长的负荷用电需求。

　　2.黄埔、南沙国家级开发区推行高压2环节，试行电力外线工程告知承诺、审批改备案或免审批等方式。

Implement the two procedures for handling high voltage electricity access application in Huangpu and Nansha national development zones, and try the implementation of notification commitment on power projects with outdoor power cabling works, changing approval to filing or exempting approval, etc.
