　　Implementation Measures for Further Optimizing Power Access Environment for Doing Business in Guangzhou

　　In order to continuously optimize and enhance the power access environment for doing business in Guangzhou, further improve the efficiency and promote the service quality of the power access work for all power users in Guangzhou, according to the Regulations on Optimizing Environment for Doing Business, Tentative Suggestions for Further Optimizing Approval Services of Simple and Low-Risk Engineering and Construction Projects of Social Investment and for Further Optimizing Quality & Safety Supervision (SJG [2020] No.3), these Measures are hereby issued.

　　1. Object of Implementation

　　These Measures are applicable to the power access work of low-voltage (220V/380V) non-resident users who apply for a new installation, capacity increasing and other expansion services.

　　2. Work Objectives

　　For low-voltage non-resident users who apply for power access, the power supply bureau shall accept the application at one window. The handling procedure includes 2 steps, i.e., application for signing a contract and construction for power access. Where outdoor line works are not involved, the construction period shall not exceed 3 days; where outdoor line works are involved, the construction period shall not exceed 8 days. We aim at achieving zero-cost power access and zero-approval government administration, and thereby further promote the quality of our power supply service.

　　3. Power Access Application Handling Process

　　3.1. Application for signing a contract. After the non-resident users submit the application to the power supply bureau, an electronic contract shall be signed at the same time, and the power supply bureau shall complete the application for signing a contract within one day. 　　3.1.1. “One-Stop Service, Two Supporting Documents-Based Acceptance” shall be implemented at the business window, “Internet+” online handling and door-to-door service by appointment shall be carried out, and low-voltage applications shall be handled online for the whole course.

　　3.1.2. Online application means that a contract is signed.

　　3.1.3. Only two supporting documents are required for non-resident users during application:①Effective Identity Certificate; ②Property Ownership Certificate at the power access address.

　　3.2 Construction for power access. Where outdoor line works are not involved, the construction shall be completed within 2 days; where outdoor line works are involved, the power supply bureau shall be responsible for the investment and construction of outdoor line works and the construction for power access shall be completed within 7 days. 　　3.2.1. The design and project information documents of the outdoor line works that need to be pushed shall be completed within 2 days. (Accountability unit: Guangzhou Power Supply Co., Ltd.)

　　3.2.2. Zero-approval by government administration for outdoor line works. There is no need to apply for the administrative permission to planning, construction, road occupation and excavation, felling and transplantation of trees (the temporary occupation of urban green land shall be less than 200 square meters and last for less than 3 days; the number of trees to be transplanted shall be less than 2 (except ancient and famous trees and ancient trees' follow-up resources)), water conservancy, etc. After the power supply bureau confirms the construction plan, it shall push the construction plan and traffic organization plan to the public security department, traffic department, water department, forestry and landscaping department, etc., via the Municipal Joint Approval Platform. After the access conditions are met, the power supply bureau shall push the relevant information to the transportation department and be responsible for restoring the roads and greening according to the standard. 　　3.2.3. The connection between the indoor power line and outdoor line works shall be completed within 5 days. (Accountability unit: Guangzhou Power Supply Co., Ltd.)

　　4. Other Requirements

　　For the operational and post-operational oversight, all the examination and approval departments shall refer to theTentative Suggestions for Further Optimizing Approval Services of Simple and Low-Risk Engineering and Construction Projects of Social Investment and for Further Optimizing Quality & Safety Supervision(SJG [2020] No.3) for implementation.

　　5. Implementation Date

　　These Measures shall take effect as from the date of issuance. In case of any conflict with theImplementation Plan for Continuously Pushing Forward the Reform of Access to Electricity in Guangzhou (SGXH [2020] No.1), this document shall prevail.
