Measures for Implementing the Power Supply Reliability Control Schemes in Guangzhou
Section 1: General
Article 1 These Measures are established according to theAgreement on Power Supply Reliability Control Schemes between Guangzhou Municipal Industry and Information Technology Bureau and Guangzhou Power Supply Bureau of Guangdong Power Grid Co. Ltd, to standardize the incentives or penalties in relation to the control of power supply reliability.
Article 2 For the purposes of the Measures, the System Average Interruption Duration Index (SAIDI, in hours) as approved, confirmed and announced by the National Energy Administration shall be adopted and provided according to the statistical techniques specified in theReliability Evaluation Code for Power Supply System -- Part 1: General Requirements (hereinafter referred to as DL/T836.1-2016) as issued by the National Energy Administration, and conforming to the requirements specified in the IEEEGuide for Electric Power Distribution Reliability Indices(hereinafter referred to as IEEE1366-2012),provided that the statistical methods and techniques stipulated by the National Energy Administration shall be adopted strictly.
Section 2: Incentives and Penalties
Article 3 Target attainment incentives shall be paid by the Guangzhou Municipal Industry and Information Technology Bureau from its budget to the Guangzhou Power Supply Bureau according to the conditions and standards listed below:
Article 4 Penalties shall be paid by the Guangzhou Power Supply Bureau to the municipal finance department of Guangzhou according to the conditions and standards listed below:
Article 5 Calculation: the SAIDI shall be calculated by using the equation provided by DL/T836.1-2016 on the basis of the total hours of the year, as follows:
SAIDI =∑(Duration of Each Interruption × Number of Influenced Consumers During Each Interruption) / Total Consumers
Article 6 The following interruptions shall be ignored in the calculation:
(1) An interruption which lasts for less than 3 minutes; or
(2) An interruption which is a power cut-off requested by the consumers or is caused by the consumer's misuse or other internal activities; or
(3) An interruption which is determined by the competent authority as the concurrence of a "Major Event Day" as defined inDL/T836.1-2016and IEEE1366-2012; or
(4) An interruption which is a power cut-off for supporting the construction of municipal engineering works.
Section 3: Application for and Payment of Incentives
Article 7 An official notice shall be published by Guangzhou Municipal Industry and Information Technology Bureau, as the case may be, concerning the application for the Power Supply Reliability Control Incentives for each year through its official website.
Article 8 The following supporting documents shall be submitted with the application:
(1) Business license (duplicated copy affixed with official seal).
(2)Report on Indicators of Power Supply Reliability of Guangzhou.
(3) Documents confirming the SAIDI as approved, confirmed and announced by the National Energy Administration from time to time.
(4) Documents confirming the interruptions ignored in the calculation.
(5) An authenticity declaration by the applicant concerning the application and the supporting documents submitted.
Article 9 The Incentives applied for shall be reviewed according to the following procedures.
(1) Review: the application, supporting documents and SAIDI shall be reviewed by a panel or a third-party institution appointed by the Guangzhou Municipal Industry and Information Technology Bureau.
(2) Draft Decision: the Incentives to be paid, namely the Proposed Incentives, shall be drafted by the Guangzhou Municipal Industry and Information Technology Bureau.
Article 10 The Proposed Incentives shall be made public by the Guangzhou Municipal Industry and Information Technology Bureau on its official website for a full period of 5 days. If no objections are raised during this period, a schedule for awarding the Incentives shall be issued by the Guangzhou Municipal Industry and Information Technology Bureau after requesting for allotment according to the applicable budget management rules; if otherwise, the application and supporting documents shall be reexamined by Guangzhou Municipal Industry and Information Technology Bureau.
Section 4: Payment of Penalties
Article 11 If the Penalties are applicable, a report on the conditions of power supply reliability in Guangzhou shall be submitted by Guangzhou Power Supply Bureau to the Guangzhou Municipal Industry and Information Technology Bureau, which shall then offer an official reply about the Penalties determined by the panel or third-party institution appointed by it based on the review of the SAIDI values and supporting documents. The Penalties shall be paid by the Guangzhou Power Supply Bureau to the municipal finance department of Guangzhou within 30 days after receipt of this reply.
Section 5: Disclosure
Article 12 The following information shall be disclosed by Guangzhou Municipal Industry and Information Technology Bureau at its official website:
(1) TheMeasures for Implementing the Power Supply Reliability Control Schemes in Guangzhou.
(2) The notice about applying for the Incentives.
(3) The allotment of the Incentives in details.
(4) Procedures for accepting and dealing with complaints, including the contents, reasons and results.
(5) Other information to be disclosed according to the applicable laws and regulations.
Article 13 These Measures shall come into effect from the date of issue and remain effective till December 31, 2024.
