  Action Plan of Guangzhou Municipality for Continuous Optimization of Electricity Business Environment

  This Action Plan is formulated for the purpose of fully implementing the requirements specified in theRegulations for Optimization of Business Environment, the Regulations of Guangzhou Municipality for Optimization of Business Environmentand the Opinion of National Development and Reform Commission and National Energy Administration about Comprehensively Improving Service Level of "Access to Electricity" and Continuously Optimizing Electricity Business Environment(FGNYG [2020] No. 1479), promoting the services of "Three No-needs" (no need for application, no need for investment and no need for approval process) and "Three Savings" (saving effort, saving time and saving money), building the world-class electricity business environment and improving consumers' sense of gain for access to electricity.

  I. Objectives

  (I) Electricity access application handling procedures

  To handle access to LV electricity (220/380V, the same below), the procedure of 2 steps including "application & contract signing" and "construction & connection" is continuously followed. To handle access to HV electricity (10/20kV, the same below), the procedure of 3 steps including "application & acceptance", "response & contract signing" and "completion & connection" is followed. To handle access to HV electricity in Huangpu and Nansha National Development Zones, the procedure is simplified into 2 steps of "application & contract signing" and "completion & connection".

  (II) Handling time for electricity access application

  For residential consumers and non-residential consumers applying for access to LV electricity, the access to electricity will be completed respectively in 3 days and 7 days, where consumers applying for access to LV electricity will be exempted from administrative review and approval for outdoor cabling works.

  For consumers applying for access to HV electricity, the access to electricity will be completed in 45 days, where the total time for power supply company to go through various steps to handle the application for installation will be shortened to less than 12 days, and time for joint administrative review and approval of outdoor cabling works for HV consumers will be shortened to less than 5 days.

  (III) Cost of electricity access application

  The consumers applying for installation of 200kW and below will be subject to access to LV electricity, where power supply company will take charge of the cost for LV meter, meter box and power cabling works on power supply side, while this kind of consumers will assume "no cost" for this kind of application. By abiding by the criteria of extension of investment interface in the industry, the power supply company will extend its investment to the range covered by red lines for consumer program in terms of the outdoor HV cabling works.

  (IV) Reliability in power supply

  On the distribution network, convertible power supply rate will reach 99%, and annual average duration of power outage for urban consumers and full standard consumers will respectively be less than 0.5h and 1h.

  (V) Transparency and convenience in electricity access application handling

  Such information as guidance to handle access to electricity, requirements on time limits, charging standards and electricity tariff policies is disclosed through such ways as mobile application terminal, business hall and government service hall. Business and government data involving the "access to electricity" such as planning for land use, engineering review and approval as well as registration of property right are shared. Application of electronic licenses, electronic seals and other electronic means is promoted in such ways as online business hall, mobile business hall, WeChat public account and Alipay public account, to make the proportion of handling business on internet reach 99%.

  II. Main Work Tasks

  (I) Further strengthening of service stance

  1. To serve development in Guangdong-Hong Kong-Macao Greater Bay Area: Speed up the construction of key projects such as flexible DC back-to-back projects in the second channel in Chuting and central channel in the Greater Bay Area, to support the solid backbone grid in the Guangdong-Hong Kong-Macao Greater Bay Area, so as to ensure high-standard and high-quality energy and power supply to the Guangdong-Hong Kong-Macao Greater Bay Area.   2. Help Guangzhou to become a strong "double engine": Speed up filling a gap in construction of power infrastructure and focus on the grid planning adjustment, supporting power station construction, power supply equipment modification and other work in the urban renewal of Guangzhou. (In the charge of: Guangzhou Municipal Housing and Urban-rural Development Bureau, Guangzhou Municipal Planning and Natural Resources Bureau and Guangzhou Power Supply Bureau). Propel the construction of digital power grid and virtual power plant, to comply with the construction of new digital infrastructures including 5G, AI, industrial internet etc., and meet the increasingly growing electric load demands. (In the charge of: Guangzhou Municipal Industry and Information Technology Bureau and Guangzhou Power Supply Bureau)

  (II) Further optimization of service experience

  3. Leverage the leading role of electricity service benchmark: Promote "commencement immediately upon land acquisition and plug-in service", and service experience of joint office of government-enterprise optimization of electricity business environment across Guangzhou City. Promote to simplify the access to HV electricity into 2 steps of "application & contract signing" and "completion & connection" in Huangpu and Nansha national development zones, and pilot the implementation of commitment to inform power projects with external power cabling works, changing approval to filing or exempting approval, etc. Pilot the "3+" smart power supply service mode of "planning + construction", "temporary power supply + permanent power supply" and "power supply + comprehensive energy service" in the Nansha Free Trade Zone. Speed up the completion of "Seven 100%" digital distribution network demonstrations (all of convertible power supply rate, LV interconnection rate, voltage qualification rate, coverage rate of smart electricity room, coverage rate of smart distribution area, self-recovery coverage rate and full fiber coverage of plant building being 100%) in the Haizhu Pazhou Central Business District.   4. Channel and way to broaden the services: Keep optimizing the online functions for handling access to electricity including electronic seal for consumers, electronic licenses, electronic contracts etc., and providing a variety of methods for contract signing. Improve the function of structured address application, and popularize the "handling access to electricity with no certificate". (In the charge of: Guangzhou Power Supply Bureau, Guangzhou Municipal Public Security Bureau and Guangzhou Municipal Government Affairs Data Administration). Improve the information-based function including map of electric loads, actively demonstrate the capability of access to local distribution network through remote service channel, and provide consumers with descriptions of electric loads around the point of access for installation. Deepen the application of "China Southern Power Grid Online" smart business hall, to make efforts to handle the whole business process by clicking with fingertips.   5. Provide diversified whole-journey energy service: Establish the early sharing mechanism for city-wide power demand, actively serve the construction of “two new projects and one key project", "biological medicine" and "intelligent manufacturing", ensure the power supply to major projects and works, and provide diversified, whole-journey and integrated energy solutions.   6. Provide the elderly care service: Aiming at the needs from the elderly, set an area of convenience with the products (presbyopic glasses, magnifying lenses, medical kits etc.) in the service hall, and provide seats for the elderly to enjoy the preferential services. Provide "one-to-one" door-to-door services for the elderly in need. (In the charge of: Guangzhou Power Supply Bureau)

  (III) Further upgrade of service capability

  7. Intensify inter-departmental interaction: Set up an inter-departmental interaction mechanism involving such indicators as "access to electricity", "startup of business", "construction permit", "property registration", "government service" and "access to water and gas", intensify horizontal inter-departmental coordination and vertical linkage between urban areas and keep comprehensively optimizing and improving the business environment.   8. Intensify linkage of public service matters: Promote "collaborative installation of electricity, water and gas equipment", and carry out joint consultation, group survey, scheme sharing, collaborative handling of administrative approval, collaborative construction and joint acceptance upon signing of contract for land assignment in relevant projects. Propel the registration of real estate and promote the "centralized handling" service to realize the application of "electricity, water and gas" account opening (transfer) in one go.   9. Optimize procedures for review and approval: Set up a green channel for administrative permit for roads to be occupied (or excavated) for outdoor cabling works in access to 10/20kV HV electricity. (In the charge of: Guangzhou Municipal Transportation Bureau). With the Municipal Joint Approval Platform, application of electronic licenses and electronic seals for joint review and approval as well as LV business without the need for review and approval for outdoor HV cabling works can be realized, with relevant information and results of review and approval to be looked up online and be downloaded and printed. (In the charge of: Guangzhou Municipal Government Affairs Data Administration)

  10. Intensify data sharing: Explore the function to retain and store energy data on the basis of blockchain technology, and further explore the application of big data of electric power to industry analysis, database improvement, SME credit rating, financial lending and other scenarios. (In the charge of: Guangzhou Municipal Industry and Information Technology Bureau, Guangzhou Municipal Development and Reform Commission, Guangzhou Municipal Financial Supervision Bureau and Guangzhou Power Supply Bureau). Speed up and propel the interconnection between government business system (construction project review and approval, planning for land use and report and approval for construction) and the business system of power supply company, to realize that information and data related to project review and approval, approval for record, planning for land use and report and approval for construction can be shared.   11. Intensify collaboration in brand communication: Summarize the new measures taken by Guangzhou City for the business environment of access to electricity, and draw on the experiences worth to be used for reference and popularized. Set up a normal publicity mechanism for electricity-related policies, to, by means of such agency as publicity group, mainstream media, network media and advisory committee for access to electricity, enhance the effect of publicity for policies related to access to electricity, thereby creating a good public opinion atmosphere and expanding the market awareness. By virtue of online and offline channels including government website and Guangzhou Power Supply Bureau, disclose the guide to affairs, requirements on time limits, charging standards and other matters. Timely (one billing cycle in advance) disclose the information released by the State and Guangdong Province about adjustment to electricity tariff policies to the public on www.gz.gov.cn, and properly publicize, inform and interpret the electricity tariff policies.   12. Implement executive standards at investment interface: Implement the policies to extend investment interface for outdoor HV cabling works. Across Guangzhou City, the consumers applying for installation of 200kW and below will be subject to access to LV electricity, where power supply company will take charge of the cost for LV meter, meter box and power cabling works on power supply side. It is prohibited to unreasonably charge the consumers. For residential consumers and non-residential LV consumers covered in the range of commitment for "no cost", it will be guaranteed that this kind of consumers will enjoy "no cost" to handle the access to electricity.   (IV) Further improvement of service quality

  13. Make scientific coordination of grid planning and construction: Conduct a dynamic risk assessment for power grid and formulate a risk solution to form a corresponding library of projects planned and promote to solve and put the risk projects of power grid into practice. (In the charge of: Guangzhou Power Supply Bureau). Prepare the development plan of power grid during the "14thFive-year" Plan, and set up a mechanism to regularly evaluate and adjust in a scrolling manner the implementation of the plan. (In the charge of: Guangzhou Municipal Industry and Information Technology Bureau and Guangzhou Power Supply Bureau). Control such resources as land for construction of transformer substations and power distribution buildings and corridors for power cables in advance. Hold an international competition involving landscaping works and functional design of transformer substation as the first one in China, to propel the integration of landscaping works and functions of transformer substation with urban development.   14. Promote construction of smart operation and maintenance system: Expand the scope of application of uninterrupted power operation, and promote the new technology of "senseless access", to make efforts to develop towards the "zero scheduled outage". Facilitate the automation construction of power distribution network and realize full coverage of "Three Remotes" (remote metering, remote signaling and remote control) automation and self-recovery, and realize the power restoration for consumers in the non-permanent failure section subject to "Three Remotes" within 3 minutes.   15. Improve grid reliability: Implement the reward and punishment mechanism for power supply reliability. Make comprehensive use of such means as administrative guidance and administrative punishment, to guide HSE-compliant construction, urge the owners of electrical equipment and facilities to fulfill their entity responsibilities, and regulate the order of electricity consumption.   16. Develop digital grid: Apply the new technology of "cloud computing, big data, Internet of Things, mobile Internet, and artificial intelligence" to enhance the management and control of safe grid operation. Promote integrated sharing and interconnectivity of data flow, business flow and information flow, and create a high-efficient grid operation system, so as to support continuous improvement of power supply quality. Comprehensively improve the experiences throughout the process of handling access to electricity that will be simple, faster, better and more economical on the basis of business and government data sharing.   (V) Further enhancement of service assurance

  17. Proactively focus on implementation of work: Enhance the coordination in indicator of access to electricity, and solve the problems and difficulties arising from the work progress; set up a system to notify the work progress, and timely report achievements by stages and problems existing to the People's Government of Guangzhou Municipality. People's governments of districts will incorporate the work related to indicator of access to electricity into the work related to local business environment, and will supervise the implementation of work on a regular basis.   18. Improve supporting policies: Publish the list of commitment system based trust approval matters in the "access to electricity" area. For the commitment system based trust approval matters, power supply company can get an approval after making a written commitment with legal effect, and then is required to submit all necessary documents for review and approval by a prescribed deadline. Strengthen the supervision on industry credits of various entities including power supply company, power consumer company and stakeholders, and for the trust-breaking company in violation of the credit commitment, record trust-breaking behaviors into the credit file, and impose restriction on this kind of company by laws and regulations. Promote to upgrade the Regulations for the Administration of Power Supply and Power Consumption of Guangzhou Cityto local laws and regulations.   19. Enhance supervision and inspection: Carry out the special management for price makeup in power supply transfer, strengthen the publicity, smooth the mechanism of reporting, and guide and normalize the pricing behaviors of power supply entity. (In the charge of: Guangzhou Municipal Market Supervision Bureau, Guangzhou Municipal Development and Reform Commission and Guangzhou Power Supply Bureau). Make arrangement to conduct special supervision on work related to access to electricity, and assist South China Energy Regulatory Office of National Energy Administration in properly supervising the application for installation, time, expenses and information disclosure involving power supply company.
