Work Plan for Promoting Collaborative Application of Enterprise Consumers for Electricity, Water and Gas Supply in Guangzhou Municipality
In order to further optimize the business environment and continuously improve the convenience, satisfaction and experience of enterprises in terms of access to electricity, water and gas, we have formulated the Work Plan according toSeveral Measures of Guangzhou Municipality to Benchmark the International Advanced Level and Comprehensively Optimize the Business Environmentand other applicable requirements.
I. Scope of Application
This Plan is applicable to the collaborative application for electricity (20kV and below), water (pipe diameter ≤ DN50 and length ≤ 200m) and gas (medium and low pressure) supply for new enterprise consumers (except for simple and low-risk construction projects with private investment) in Guangzhou Municipality.
II. Work Objectives
With safety ensured and real results emphasized, and on the principle of "combination, simplification and optimization whenever possible", the work objectives are to break through the operation mode of separately handling application of enterprise consumers for electricity, water and gas supply, promote collaborative handling, reduce procedures, time and materials, and further improve the efficiency of electricity, water and gas supply for enterprise consumers.
III. Key Tasks
(I) Provide service in advance
1. Push demand information. After entering into theLand Assignment Contractfor a new enterprise investment project, Guangzhou Municipal Planning and Natural Resources Bureau will push the project information and land parcel information involved in the Land Assignment Contract to the power supply, water supply and gas enterprises through the "multi-plan integration management platform" of Guangzhou Municipality. (Leading unit: Guangzhou Municipal Planning and Natural Resources Bureau; cooperating units: Guangzhou Power Supply Bureau, water supply enterprises and gas enterprises)
2. Make arrangement for the pipe network construction around the project in advance. Power supply, water supply, and gas enterprises jointly conduct door-to-door communication to determine the feasibility of the project settlement, and make arrangement for the pipe network construction around the project in advance according to the needs of the enterprises, so as to prepare for the future access of the enterprise consumers to electricity, water and gas. (II) Streamline application
3. Integrate the application form. Integrate the respective application forms of power supply, water supply and gas enterprises for supply into theApplication Form of Enterprise Consumers for Collaborative Application of Enterprise Consumers for Electricity, Water and Gas Supply in Guangzhou Municipality (see Attachment 1). The project entity can combine the electricity, water and gas matters that need to be handled collaboratively according to actual needs. (Leading units: Guangzhou Municipal Industry and Information Technology Bureau, Guangzhou Water Authority, and Guangzhou Urban Management and Comprehensive Law Enforcement Bureau)
4. Simplify the application materials. After the construction project design plan is finalized and before the application for construction permit is made for the project, the application materials can be submitted at one time via the joint approval platform of Guangzhou Municipality for engineering construction projects, and the platform will receive and push the application to power supply, water supply and gas enterprises. Electronic certificates and data sharing can be realized by relying on the Guangzhou municipal government affairs information sharing platform. With the confirmation and authorization of the customer, the electronic certificates such as ID cards and business licenses can be obtained online without the need for consumers to submit them separately. The application materials required by the supply enterprise can be accepted notwithstanding temporary lack of some documents. (III) Accept at a single window
5. Integrate the operation mode of acceptance at multiple windows. Offline channel: Provide the "Window of Collaborative Application for Electricity, Water and Gas Supply" at the comprehensive acceptance window of municipal and district government affairs service centers to realize one-time application and comprehensive acceptance of electricity, water and gas affairs. Online channel: Provide enterprises with one-network declaration and collaborative supply application services by relying on the Guangzhou Municipal joint approval platform. Each supply enterprise shall complete the acceptance within the commitment period.(Leading unit: Guangzhou Municipal Government Affairs Data Administration) By submitting only one set of application materials at any online or offline business hall of power supply, water supply and gas enterprises, the application for electricity, water and gas supply can be handled at the same time. (IV) Conduct joint survey
6. Conduct joint survey. After receiving the supply application information, the power supply, water supply and gas enterprises will conduct joint consultation on the project with outdoor power cabling works according to the actual conditions of the project, and agree with the enterprise consumers on a unified survey time to achieve one-time joint survey through group service.(Leading units: Guangzhou Power Supply Bureau, water supply enterprises and gas enterprises)
7. Share scheme design. After completing the mapping of on-site information and verifying the access conditions, share the design scheme and optimize the construction organization scheme according to the respective construction specifications and safety standards for electricity, water and gas supply, so as to effectively reduce the repeated excavation of pavement caused by the separate construction of electricity, water and gas works.(Leading units: Guangzhou Power Supply Bureau, water supply enterprises and gas enterprises)
(V) Implement collaborative access
8. Handle administrative approval collaboratively. Different employers of adjacent pipelines on the same road shall jointly handle the administrative approval for planning, construction, road occupation and excavation, wading, tree felling and relocation, green belt occupation and other matters related to the project with outdoor cabling works according to law, and the relevant approval departments shall accept the application synchronously to realize the handling of the whole process via Internet. (Leading units: Guangzhou Power Supply Bureau, water supply enterprises and gas enterprises; cooperating units: Guangzhou Municipal Public Security Bureau, Guangzhou Municipal Planning and Natural Resources Bureau, Guangzhou Municipal Housing and Urban-Rural Development Bureau, Guangzhou Municipal Transportation Bureau, Guangzhou Water Authority, and Bureau of Forestry and Landscaping of Guangzhou Municipality)
9. Collaborative construction. When carrying out construction of outdoor cabling works, power supply, water supply and gas enterprises can coordinate orderly and synchronous excavation, installation and backfilling according to the actual conditions of pipeline planning and routing, construction period and construction site conditions, and on the premise of meeting the requirements of construction period plan, engineering quality, safety and technical standards.(Leading units: Guangzhou Power Supply Bureau, water supply enterprises and gas enterprises)
10. Joint acceptance. For conditional projects subject to joint application for supply, explore the joint acceptance of the completion of electricity and water gas works of enterprise consumers.(Leading units: Guangzhou Municipal Housing and Urban-Rural Development Bureau, Guangzhou Power Supply Bureau, water supply enterprises and gas enterprises)
(VI) Carry out pilot work
11. Pilot collaborative application for electricity, water and gas supply for enterprise consumers in Huangpu District and Nansha District, so as to form a new mode of collaborative supply application that can be promoted through pilot implementation and active exploration.(Leading units: Huangpu District Government and Nansha District Government)
III. Safeguards
12. Strengthen overall coordination. Guangzhou Municipal Industry and Information Technology Bureau, Guangzhou Water Authority, Guangzhou Urban Management and Comprehensive Law Enforcement Bureau and Guangzhou Power Supply Bureau, together with the relevant departments of Guangzhou Municipality, shall establish a special team for collaborative application for electricity, water and gas supply to organize the implementation of and coordinate in pushing forward the specific work in a coordinated manner, and establish mechanisms such as regular notification and regular work meetings.(Leading units: Guangzhou Municipal Industry and Information Technology Bureau, Guangzhou Water Authority, Guangzhou Urban Management and Comprehensive Law Enforcement Bureau, and Guangzhou Power Supply Bureau)
13. Improve supporting policies. Huangpu District Government and Nansha District Government shall introduce corresponding detailed implementation rules before December 31, 2020, and the governments of other districts shall introduce corresponding detailed implementation rules before March 31, 2021 to further clarify specific handling methods and guidelines. The applicable scope of collaborative supply application in different districts can be extended to other public service fields such as application for steam, compressed air and network service supply.Power supply, water supply and gas enterprises shall formulate a joint consultation mechanism before December 31, 2020. 14. Intensify construction management. As the main organizations to implement collaborative supply application, electricity supply, water supply and gas enterprises shall shoulder the primary responsibility earnestly. The design of construction scheme shall be optimized, the construction ditches shall be shared, the safe distance between pipelines shall meet the requirements of safety codes of the water, electricity and gas industries, measures shall be taken to ensure orderly construction on site and separate excavation and backfilling of respective trenches, and provisions shall be made for future maintenance.(Leading units: Guangzhou Power Supply Bureau, water supply enterprises and gas enterprises)
